How can i evaluate my diploma in Spain ?

I have graduated in Armenia , my major is international relations , i have got 2 diplomas one provided by Russian ministry the other by Armenian, So ni have heard that the ministry can evaluate my diploma and give the Spanish one, so how can i do it on the net if it is possible please give some advices
