Dieticians, please?

Well, I'm a 13-year-old girl who loves to indulge on whatever food I can get my hands on(especially sweets), and I've been really gaining a lot. Both my aunt and mom created a diet plan for me, but it's not working too well. For my height I'm only supposed to be 80+ pounds, but I weigh a 100+. Plus, both my mom and aunt weigh less, and look way more fit than me. Our refridgerator at home mostly consists of poultry and meat. What they serve in school is either protein, or carbs. How can I lose my flabby arms, and excess weight? (particularly on the thigh and abdominal area) What kind of diet should I go on? Any suggestions about workouts that don't include any dumbells or excercise machinery?
