Yeah, it sounds like he was trying to flirt with her quite a bit. BUT, from what you've said it really sounds like she wasn't into it at all. She didn't really play along with it at all, so I don't think she likes him back. You should go for it, try flirting with her more and if she plays along, ask her out!
